สิ่งที่เกิดตามมาก็คือ มุมมองใหม่ในการมองรูปแบบการให้บริการธุรกิจสื่อสารโทรคมนาคม ซึ่งแต่เดิมผู้ให้บริการเครือข่าย (Network Provider หรือ Network Operator) ในแต่ละประเทศ ล้วนมีการแบ่งแยกการให้บริการออกตามประเภทของเครือข่ายอย่างชัดเจน เช่น ผู้ให้บริการโทรศัพท์พื้นฐาน ผู้ให้บริการโทรศัพท์เคลื่อนที่ ผู้ให้บริการข่ายสื่อสารข้อมูล (Data Network) และผู้ให้บริการอินเทอร์เน็ต (Internet Service provider หรือ ISP) ซึ่งปัจจุบันมีการพัฒนามาเป็นเครือข่ายบรอดแบนด์ (Broadband Network) ข้อสังเกตประการหนึ่งก็คือ ในการลงทุนสร้างเครือข่ายของผู้ประกอบการเหล่านี้ ล้วนมีภาพของความซ้ำซ้อนในการลงทุนไม่ด้านใดก็ด้านหนึ่ง เช่น การสร้างเครือข่ายโทรศัพท์พื้นฐานและเครือข่ายโทรศัพท์เคลื่อนที่ ล้วนต่างมีการลงทุนสร้างเครือข่ายชุมสายโทรศัพท์ ซึ่งมีสถาปัตยกรรมในการทำงานแบบสวิทช์วงจร (Circuit Switching) และอยู่บนพื้นฐานการจัดข้อมูลแบบ PCM (Pulse Code Modulation) และเมื่อเครือข่ายโทรศัพท์เคลื่อนที่มีการพัฒนาเข้าสู่ยุค 2.5G อันเป็นจุดเริ่มต้นของการให้บริการสื่อสารข้อมูลที่ยอู่นอกเหนือจากการสนทนาแล้ว สถาปัตยกรรมของเครือข่ายโทรศัพท์เคลื่อนที่เหล่านี้ก็มีการนำชุมสายโทรศัพท์แบบแพ็กเกจสวิทช์ (Packet Switching) และเครือข่าย IP ซึ่งซ้ำซ้อนกับการให้บริการของ ISP เข้ามาใช้งาน
